The pages for signing up to the mailing lists are both labelled as being part of Phase III. One need only fill in their contact information to be signed up, then wait until the weekly email comes by with information.

For practical purposes, it is recommended to sign up to both mailing lists, or to partner with someone signed up to the other list.
